I understand your question, but the real limit is your own safety and ability level. Every time you are in the water differently. When I started sailing a few years ago, I would not consider leaving in the conditions that I now I am still an insurance policy in a small boat (Mill Open (16 'to all the wood)), and sailing at 20 knots 2 to 3 meter high waves.
